Cannot do a clean install

I have asked this question before, but I have gotten no response. I want to download a clean install through steam, but it will not allow me to. Whenever I re-install, it simply re-installs all of my mods. I have a separate backup, so almost any method is acceptable.

Steam only deletes the files that it installs so you will have to remove the mods left behind in the default install location or they will still be there when you reinstall.

Right click on Kerbal Space Program.
Select Properties.
Go to Local Files tab.
Click "Browse Local Files...".
Back in the Steam window click "Delete Local Game Content...".
Hit "Delete".
Go to the local files window opened above and delete everything left in there.
Reinstall via Steam.
