What is wrong here ?

The satellite has antenna, can generate it's own power. So what's wrong ?

This satellite includes a non RO part is it a problem ?

How about looking at the other conditions in that window - have they all been met?

Yes. Ths satellite also includes a non RO part maybe that is problem i will try without that part

There are still a few bugs in the contract system. Sometimes a contract still won't complete even though all criteria are met. If that happens leave the craft and contract be for the moment. Quicksave and shut down the game. Restart and return to your misbehaving craft. With a little luck now it will complete.

And I've solved my problem the non RO part was the problem after putting compatible part with RO my problem is solved

I can see Ross Island. And Cape Adare. And Dumont D'Urville. And Casey and Mirny and Concordia and Vostok. Actually, that's like half the continent. RSS is more accurate than I thought, wow.

One known bug I'm aware of: if the vessel is for some reason classified as debris, it won't complete any contract. If that's the case: click a command module, "rename vessel", and set it to anything but debris.
