Tracking Station Level 2 question

Not a game play question really, but I keep wondering about something.

The level 2 tracking station has a large amount of Yellow billboard looking structures all over it.  What are they supposed to be?  I keep assuming they must be some sort of 1960's equivalent radio wave receiver, or something.

Figured someone around here would know

They look like construction canvas to me.  I thought there was a large amount of scaffolding around the level 2 tracking station, and the yellow stuff is just tarps or canvas to keep rain/dirt/debris out of the unfinished building.

Same, level 2 looks to me like level 1 being upgraded - in the works.

Based on the fact that the Level Three Astronaut Complex has similar structures on the east entrance, I'd say that KSC uses them to advertise. Perhaps Squad was thinking of adding a feature later where certain ads get you different rewards? Think like the strategies available at the Admin Building
