Maybe this is bug...

Given that the SAS skills are tied to the pilot to me it would make sense that they should remember which SAS mode was active last time it was turned on. Well at least for 10 minutes or so.

Feature, not bug. It defaults to hold as the craft may have changed orientation significantly and it will start changing attitude aggressively in an undesired direction if any other mode is active.

So if the craft hasn't moved to far off say prograde why couldn't it stay in prograde seeking mode?

Sure I understand if there has been a long time interval or big angle difference it should revert. But there are a few situations, mostly decent, you want to be able to quickly snap back to the last mode used. its meant to be smart after all.
