Well, as long as they can establish an energy gradient, they might get something working. Remember, it doesn't have to be anywhere near as fast as we are used to.

I'm skimming through Wikipedia, and, since Neptune's atmosphere is pretty active, wouldn't that mean that there's some energy to go around?
