If you're talking about copying parts in the VAB, what exact sequence of operations are you doing?  It should go like this:

  1. Press and hold the ALT key.
  2. While holding it down, then click the mouse on the part (or tree of parts) that you want to copy.
    • Note, that's click, not "drag".  Don't try to "drag" the parts out.  Just click and release the mouse button.  It'll create a cloned copy that's attached to your mouse cursor.
  3. You can now let go of the ALT key and move the cloned parts where you want.

Does that not work?
