Could KSP console mods be a reality?

Fallout 4 is making good on a promise it made last year to bring mods from the PC to the console versions of the game. The links below do a good job explaining the basic story and how it has played out.

Now, the first article quotes Bethesda as saying they made sure their architecture was set up to be able to do this sort of thing. My question then is how feasible is it for KSP to do something similar? How hard is something like this to do from a development point of view? The second article, as the links suggests, explains some problems I didn't think about such as PS4 using a proprietary sound format that causes issues with the standard formats trying to be uploaded from PC. Can it be done?

They could, but considering Squad got out of hosting the mods, and Bethesda is having to get into hosting the mods to make it work, I now think it unlikely.

If Microsoft and Sony had actually got their service platforms in order to do this, by providing XBLM/PSN functionality which Bethesda was leveraging to make mods-on-consoles happen, I would be inclined towards yes, however they did not, and Bethesda has ended up doing their mod handling in-house.

This means Squad wouldn't be signing up to an established mod-handling system on their respective console marketplaces (where Bethesda was simply the first customer to use it) which means needing to host, vet and manage the mods (something they already made the decision to get out of), and build their own distribution framework inside the console platforms.

It would be cool, but I'm not sure how they could pull it off without it sucking up a lot of bandwidth and developer time

Problem is that KSP uses DDL for any plugin functionality. This is something you would not be allowed to do on consoles. 
Fallout 4 and Skyrim uses its own format with havoc for any animation and internal scripts for quests and similar, its no possibility to run anything outside of game like you could with dll's
