How do I switch rocket modes with action groups?

In the SPH click on the "Actiongroup" tab and click  actiongroup 1 (or any other group). 

Once you done that select the Rapier engine(s).

then, you will see a bar in the "Actiongroup" tab with all the things the Engine can do.

Click "Switch mode". 

You should now be able to use actiongroup 1 for your ssto.

Once in Flight, click "1" on your keyboard and your Engines will "Switch mode"

 

I hope that will solve your problem.

 

I also suggest looking at some ssto building video's on Youtube.

Open up the action group menu in the SPH, click on one of the numbers 1-10, then click the engine. In the menu on the left there are buttons that read stuff like "toggle engine" or "toggle mode". Click toggle mode. There, you have just assigned an action group.

Right click one fuel tank. Hold Alt and right click another fuel tank(s). Press the "in" or "out" button as applicable. The tanks must be of the same type (all RSC,  or all liquid fuel & oxidizer, etc.). 

Note that if you are in career mode, you have to have the R&D facility upgraded to level 2.
