Not appear in ACTION GROUPS options for custom groups

Already reinstalled the game via Steam (yesterday), I have walked in forums to seek possible solutions, and simply see menus with the same referenced, but I'm not available.
In persistent.sfs file nor ACTIONGROUPS tab appears.

Are you playing a career mode game, by chance? If so the VAB or SPH must be upgraded to make action groups available, I believe custom groups become available at level 3.

VAB is "Vehicle Assembly Building" where players make rockets, and SPH is "SpacePlane Hangar" where players make aircraft. You can upgrade them by right clicking on them and spending the funds.

I already have the hangar (for planes) to upgrade to the maximum (level 3).
It appeared the options as indicated.
The keys that will be used is the 1-0, right?

Yes, the 1-0 keys to activate them. You set up action groups in the action group tab in the editor by pressing this button:
