The engine pricing on airbreathing spaceplanes murders cost efficiency if we're not including recovery. SRBs + a small orbital/lander engine is the way to go for lowest initial cost per kerbal.

This does seem to be turning into a bit of a challenge thread, though I'm not sure the OP intended to administer one. Would someone be interested in starting another thread in the appropriate place?
