A big rocketry part revamp was mentioned for the first time during the the 1.1 development cycle. You can find it in the devnotes back then. Yes, I realize that is a very unspecific timeframe, but I don't memorize devnote contents by date, sorry :P It has to do with the fact that Unity 5.x supports completely new ways of texturing and shading parts, such as physically based rendering (PBR), which the devs wanted to take advantage of; and the rocket parts were acknowledged as being much older and more in need of attention than most other parts. Obviously it didn't fit into the scope of 1.1, which was a massive undertaking just to port to Unity 5, so it was slated to happen in a future update.

Mind you, no release date was promised, or even estimated, back then. People just assumed that it was going to happen in 1.2, but it turns out that it didn't. So maybe it'll happen in 1.3? Who knows. No such announcement has been made. But Squad isn't going to make new parts and publish design documents for no reason. You'll notice that the new Puff model outlined there even made it into the game in 1.2 already. Additionally, the parts we got were provided specifically as an example for modders, to demonstrate new systems like the stock PartUpgrade functionality. Like, it's in the thread title and all. These are systems that stock KSP is likely going to take advantage of in the future - because, again, why would Squad implement something they never intend to use? And they help address known shortfalls of the current part progression implementation, so KSP stands to gain a lot by implementing it.

The TL;DR is that rocket engines and tanks are going to get a major revamp in an unspecified future update. It has been enabled by the move to Unity 5, and has been cited as one of the (admittedly many) reasons for the move.
