Yeah, Stock Visual Enhancement I believe. "unfortunately" when it happens, it goes away on scene change, it's just a visual glitch, so you can't launch stuff with the water at that level or anything.

Here I thought I was going to open this thread to find that you've taken careful surface and atmospheric temperature readings of various biomes at marked sites, repeating the readings at the same time and same day throughout the years, and then assembled the data into a coherent model that demonstrates rising temperatures on Kerbin. "How neat!" I thought.

Instead, I got a confusing picture of a KSC underwater. Which... isn't that disappointing, but still. I was about to worship your dedication to the scientific method.

It's a longstanding bug in Scatterer (included in the SVE suite mentioned above). Strictly visual, everything still works as normal and it goes away
