If you have MS Word you could use that to save thevfile as a PDF.

There's also free software called "CutePDF" for windows that pretends to be a printer driver. "Print" it to there and it will be saved as a PDF file.

For Linux there's similar software called Ghostscript, I think.

I know what "stock" means, but this is according to 1.0-1.2, what version are you playing?

I know about kspedia and 1.2.1 but what I mean is this should ship with the game, maybe in the post as an actual book/document to get some of the basics across? 

Would also help justify the price of the game to people who are otherwise unaware of ksp(there's loads) or wouldn't look at it twice otherwise
