Is it possible to refuel a vessel from a ground base?

You can also use a fuel rover. It a rover that has 2 klaws on both sides, and a fuel tank in the middle as the body. transfer fuel from base into rover, attach rover to ship (since the klaw doesn't need any extra docking port on the ship) and transfer fuel from rover to ship. It might take a few trips though depending on how much fuel the rover holds + how much you need on the rocket.

Awesome:) Thank you! I never thought to use the claw and the rover. I tried side mounted docking ports and hover next to a station but it was too silly and too difficult, not to mention prone to disaster :(
