Removing mod

I really don't care whether anyone plays stock or not, but the description is a little vague, are you saying if you have a save with a mod, and you make a new save, and take out the mod its stock?

what my description of stock is if there is any part mods, like life support or rocket parts, things like Kerbal construction time and Kerbal Alarm Clock I don't really consider not stock, so if you have something like KW rocketry or MKS then that really wont be stock in my eyes

This is not a discussion but more of technical assistance request.

In detail: If I downloaded a part mod, start a new save to try it, then decide to play stock again, can I just remove that part mod's folder and delete the save, so the other saves (started during stock) and any new saves be usable in stock game?

I am assuming this is as technical as I can make. Please do not turn it to a POV discussion.

Yes, and you don't even need to delete the save in almost all cases, KSP will simply remove the craft that have modded parts in them.

Note that it's not unheard of that KSP itself can get confused under heavy mod load. Sometimes a reproducable bug doesn't show up again when starting over with a fresh installation.

However, if all you have is a part mod, then you can install and uninstall a hundred times with no worries. It's only when you get into physics changes and complex plugin work and dozens upon dozens of mods interacting with each other that there's a small chance for such a thing happening over the course of extended play.
