i have this installed with CKAN but it thinks i only have 0.3.4 and gives me a warning every time i load.

It's necessary for the IVAs to work correctly.

When it says Required as a dependency (see, forum thread, readme), it is required. There's a whole category for optional.

It’s not a part mod like some of Nertea’s other mods. 
This mod provides props for mod developers to use while designing IVAs. 
Unless you have a mod that uses it, you will feel no difference when it’s installed.

I've got no clue.

Some of Nertea's mods like Near Future Spacecraft and SSPXR use these props and they have nice IVAs if you want to use those.

You make an IVA model (like a room) in a 3D modelling application, export to .mu in Unity, then through the IVA config file you place props (items) inside. NF Props, like ASET Props and TD Props, adds stuff with which you can populate your IVA, like gauges, computers, screens, buttons, space food, lockers, and other random stuff to make an IVA feel more like a real place. It does not come with ready made IVAs.

Unless you're making IVA spaces for parts, you don't really "use" it per se; it's a collection of various props Nertea uses in his IVA spaces for his mods, all as its own package so that other mods don't need to bundle their own copies of them (which would significantly increase both filesize and memory usage)
