So how do i make my propeller spin faster?

Without some screenshots and/or the ship file, I think no one can help you much.

I'm just guessing here - it could be because the stator and rotor doesn't fit well to each other. In this case, try

But it could be problem of Xbox version, which could be using different physics engine - The limit angular velocity could be slower there.

Is the rotation interrupted? Try moving the mechanism to move the shaft so it spins more freely. Sometimes the rotation is just not fast enough due to slight clipping, something which is hard to eyeball when it's rotating.

RPM is based on the total amount of reaction wheels, how freely the shaft turns and the angle on the propeller blades.
It could also simply be that your craft is to heavy. Try to make a subassembly with a large fuel tank and attach the propeller to it. Spin it up, then keep adding/reducing weight until it lifts of vertically to determine the actual thrust produced. Compare that thrust to your vessels weight. Decide you need to optimize your propeller or install MOAR.
