Realistic atmospheric engines that bring their own oxidizers

Im not quite sure where this belongs (This looks to be the best place), but Im wondering whether or not its feasible realistically as Im thinking Il perhaps make one myself. if it is.

 

I know that some exist as lift fans in game from insanity aerospace, but I was hoping to find out how feasible  a motor nearing kerbin jet engine efficiency but for atmospheres without oxygen would be to make one dedicated to forward flight for rovers etc on planets like eve.

Edit: Ive found some evidence that its somewhat feasible.

I imagine because you can use the atmosphere as your exhaust mass  instead of fuel. So a fan powered by fuel and oxidizer instead of an electric fan for example.

It sounds like it might be more realistic to have an electric powered fan.

Then have a separate gas and oxidizer(or monoprop) powered generator.

Thats a hybrid. It has electric and typical turbofans, it still requires atmospheric oxygen for the non electric engines.  

 

As for the electric idea, there are electric fans in game, but I think due to the weirdness of electricity in this game (no mass, not comparable to real world equivalents) they never quite work right. Thats why Im looking into this.

Ive found some evidence that its somewhat feasible.

Apparently Nasa has tried it even. The unfortunate thing is so far Ive not found any pictures and this is from 1979

 

The pdf has a picture and little more detail!

Seems the term Im looking for is Air Independent Propulsion  Mostly used for ships I imagine because they are heavy.
