RSS/RO 1.3 Install Crashing on Startup

I've attempted to "debug" the issue by removing a few mods at a time, but I noticed that the most exceptions (and coincidentally the ones that stacked up right before the crash) were from B9's Procedural Wings, so I removed that but still got a ton of exceptions from a number of mods that work (and a few of the same exceptions) in my other non-RSS heavily modded 1.3.1 game. I'm sure this is a case of mod incompatibility, however I am not great at deciphering KSP.log files (all I know is how to debug MM files for the most part and search "exception" if it crashes, which when each attempted startup is roughly a 20 minute wait (part database doesn't get populated before the crash) it's like throwing darts at a board that's 100 meters away.

Anyway any and all help me get this install working would be insanely appreciated.

*Update 1*

Attempting another shot after seeing the final two exceptions for MSI's IRSampler. Found out there were new versions of the MSI mod and the IRSampler plugin. If this doesn't work my next attempt is removing Infernal Robotics completely until they come up with a new 1.3.1 release.

*Update 2*

Reading more into the non-MM related exceptions it seems the reflection plugins/wrappers are a huge cause of this. I copied over parts from my other modded install but not all the parts that take advantage of the new .pdb texture shading. First I removed ReflectionPlugin.dll from the /Hubs subfolder and the startup got a little further and then crashed again when reaching AT_000Utilities (or some version of that) which was the .pdb active texture mod, including injections for shaders that this install doesn't seem to like (at least I think that's what it is doing). I'm loading it again with every reflective/reflection based MM patch and .dll removed, will report my results.

 

*Update 3*

I still haven't figured this one out. I've taken out everything that causes any kind of exception on startup and it still crashes... however I think I may have had the wrong Module Manger .dll there (was a 3.x version). I have a feeling this is the issue. I hope at least.
