Well here's a thing I thought of sometime ago, and it really worked.

this is basically a giant fan with 650 m/s~ top speed. Spin to go faster and do not aim up.

I also added wings and a pillar from mechanical mouse's mod pack just to support it through the initial take off, and so that it would remain stable thereafter.

Heh, these have been around for quite a while. With a tiny bit of modding, you can get them to escape velocity.

Just change the movement range.

I made a few modifications and was able to reach a surface speed of over 1200 m/s just by spinning. My version was two rows of "wings" on a structural fuselage. only a small tank and the TL-45 engine attached to the thing with a decoupler to clear the launch tower.

[EDIT] A further improved craft made over 1800 m/s while rising to an apoapsis of 80+ km.
