Minimus Fueling base - For Xbox (PS4 also i suppose)

Before you answer, this is for a Xbox platform, and im sure PS4 works the same way.  I cant use mods, etc.

Before the "New Kerbal" game came out, I had made bases before.  I had problems moving the fuel to the ships that I need fueled.
I tried using the advanced grabbing unit on a rover that mined the fuel, and it never worked correctly.  

I am looking for ideas for a base, and refueling efficiency.  Remember, this is all stock parts.

Well, that's how you are supposed to do it, and it works fine when I test it in the current game.

The other alternative is to have your mining base launch itself into orbit, and have a docking port on it -- and then anything that needs fuel docks to your base in orbit. The ore/fuel that the base mines is at the bottom of a gravity well (even if it is a shallow one), so there really is no perfectly efficient way to get it into a ship that needs fuel. On the other hand, once you are mining it, you have an infinite amount -- so "efficiency" is not a particularly important concept.

Is there a difference between the console and the PC version? At least, in the PC version, the advanced grabbing unit does not allow crossfeed so if the difficulty option 'parts obey crossfeed rules' is active, you will never be able to refuel any craft by docking a rover with an advanced grabbing unit.
So, how can it be the way you are supposed to do refuelling if this particular part wont allow crossfeed?

Efficiency has many measures, part count, time count, cost count, ease of maneuverability, etc.

But if you have part obey crossfeed turned on then it won't work. I don't know if that is an option on the console versions though.

Efficiency is nice... but if you can go for style.

ISRU's ignore this rule so if the rover can mine and convert ore, all attached fuel tanks will be refilled irrespective of the use of the grabber for docking.

The main differences with the console version are A) it's version 1.2.2, and B) as said above, no mods allowed.

But if you disagree with the "no crossfeed" on the klaw, all you have to do is go into the minisettings and temporarily change the "obeys crossfeed rules" button. Transfer your fuel. Then click it back on again.

I use standardized fuel tanks that I can push around and land with a nuclear tug.

The tug can also carry my drilling rig.

The drilling rig fits in a Mk3 cargo bay.

The whole system is rated for mining at Vall and pushing the tanks to my Laythe station. The tug can then pick up an empty and head back to Vall.

The tug and tanks are streamlined so that they can aerocapture at Laythe.

Tug and tank land, the drilling rover drives under them, and lifts itself up on landing legs to mate with the tug:

Note that I abused the crap out of clipping, offset, and rotation to build the drilling rig.
