How long can kerbals respawn?

In settings menu. Difficulty. Basic tab. The look for a kerbal respawn. Mess with that.

From 1 hours to 2 days to never.

What Xd the Great said is right. There is a slider in the Difficulty Options where you set the time yourself. You also have to click the "Missing Crews Respawn" button.

Any Kerbals killed while the button is turned off will never respawn.

I do not think that timewarping while you are at KSC makes them respawn. I think you need to be in flight mode.

that might explain why jebediah hasnt respawned in my sandbox yet
