Do "expand station" contracts implicitly want a Kerbal on board?

So I pulled the crew off my original Kerbin Station a long time ago, and recently got a contract to expand it. I build an automated craft with the missing parts, got it up, and got it docked. Both the new and old craft have at least one free docking port (beyond what's holding them together), both have antennae, and both have solar panels (the new one has lots, as it also has a refinery just in case I want one in Kerbin orbit).

All of the mission checkboxes are checked *except* "have a docking port, and antenna, and can generate power". Huh?

I'm wondering if there's a hidden requirement to actually have a Kerbal aboard. Is that the case?

Not unless the contract explicitly states it.  In my experience most station / outpost contracts don't require any crew at all, but sometimes one will pop up that includes a requirement like "have two pilots on the station" or the like.

Also, just to confirm:  your new "expansion" piece that you sent up... you launched it after you accepted the contract, yes?  And didn't dock it to anything else (in particular, with anything that was around before you accepted the contract) before you sent it to dock with the existing station?

Contracts generally require a "new" ship (i.e. launched after the contract was accepted)... and whenever you dock two ships together in KSP, all the parts in the "new" ship get updated with the timestamp of the "old" ship, so you can end up accidentally disqualifying a ship by docking it to something old, even if it's only temporary.

Also, sometimes contracts get bugged-- sometimes this is fixable by just doing a quicksave-then-quickload.  Have you tried that?
