Switching to rover from Tracking Station causes it to fall from a great height and explode

I assembled a rover so I can drive on Mun and minmus. At the moment I have it attached to my space craft via decoupler. The idea is to activate the decoupler (on the mun it just drops, and on minmus it freaking launches). 

Then, if necessary, activate the landing struts on the rover to flip over so it's right side up. To do this I have to switch to controlling the rover via selecting through tracking station.

 

Problem is when switch to the rover via tracking station, all of sudden my rover is no longer on the ground but falling from 16,000 meters and then just crashes to the surface.

 

This does not make any sense 

I am playing Ksp enhanced edition on Ps4.
