SM-25 Service Module - Bugged in VAB?

Just picked up the Making History expansion and popped the SM-25 service module onto the bottom of the MK1-3 command pod and I cannot get the shroud to go away in the VAB.  None of the buttons to remove shrouds or enable cutaway do anything to the park so I can't load it with any fuel or batteries.  I found some topics about issues with the shroud/cutaway in flight but nothing while in the VAB, is this part bugged?

Steam has been having some problems with download reliability recently. This is exactly the kind of problem I'd expect to see if one of your files was corrupted. So I'd highly recommend doing a steam file validation on your game and then test the part again. I built exactly what you said, and I can turn the shroud off in the VAB.

I' ve read about this issue recently but cannot find the thread (and also I wasn't able to recreate the issue) but IIRC this might be related to the PartDatabase.cfg and/or ModuleManager.

You can try to delete the PartDatabase.cfg in your KSP install folder and restart the game twice! This will recreate the file and at least at the second launch, it should be loaded properly.

A couple of us have found other symptoms of a bug in 1.6.0 that's being discussed in the Module Manager thread. This might be another.

The problem seems to cause odd behavior in the VAB when you start the game after changing mods. Exiting and restarting so that MM loads from cache seems to be the work around.
