KSP de stock no tiene VTOL como tal con las piezas que vienen. 

Eso lo puedes conseguir con los mods Near Future Aeronautics y Airplane Plus, que son mods que tienen piezas para eso.

El nivel de tecnología es bastante alto, son piezas que vienen a un nivel de investigación 500 para arriba. Ahora, eso sí, son piezas super molonas..... Tiene para hacer el portaviones de Avengers y todo....
