inconsistent delta-v during design and flight.

Problem:

I get inconsistent delta-v values. The problem is present in editor (VAB) and in flight.

 

This is just one example:

Ship layout(https://pastebin.com/F8W2cZcF)
parts (top to bottom):
oscar b fueltank (can be anything with a mass)
ts-06 seperator
octo2(root) 
oscar-b-fueltank
48-7s spark engine

Staging is: 1. engine 0. seperator.

Problem Detail:

In ship editor the stage 0 changes its delta-v values from 1199 to 1372 depending on crossfeed is active or inactive. If the 1st stage is removed by hand the 2215 value is shown.

During flight i activate in different sequences of crossfeed on/off and fuel on off (on the upper oscar b tank).
The delta v shown in staging is:
1199/3324m/s (toggling)  (1372+1953)
1372/3324m/s (toggling)  (1372+1953)
3324m/s (non toggling)
After Decoupling:  2215m/s
Sadly it's non-deterministic.   

 

 KSP Version: 1.7.1.2539 (WindowsPlayer x64) en-us ;  no dlc and no mods; fresh game from sandbox(normal)

Yeah unfortunately decouplers, setting fuel priorities and sometimes more weird things causes the wrong readouts.

I havent checked if it was fixed in 1.7.1 but there are multiple people that had the same issue(including me :( ) .

My solution is Mechjeb or KER although that is not perfect for people who want to keep their game 100% stock.
