Antennas not relying

In orbit around Mun, I have several satellites with four HG-5 antennas on each. The same setup is on my mun base, but as soon as it loses connection to centre, I loose the ability to steer the ship. What could be the issue?

A set of four HG-5's talking to another set of four HG-5's should theoretically have a maximum range of over 14,140 kilometers, which is a lot for the Mun, where geostationary orbit is at 2,970 km. I'd definitely call your setup sufficient.

Can the surface base see the relay satellites, or are they blocked by a terrain ridge? And what orbit are the relay satellites in? Screenshots would help.

If you have set your Difficulty Settings to anything higher than "Normal" when you started this game, the range on your antennas gets reduced.  Additionally, if you turned off the "extra ground stations", then you will only have an intermittent communication link to KSC. With this combination of settings, I can imagine that you might see what you are describing. Additionally, relay satellites need to have a probe core in order to work -- do yours?

Unless I understood it poorly you lose control after losing signal. That is...normal behaviour. As told, depending of game setting losing signal implies different things. My current setting allows minimal control (probes can point to a cardinal direction, but i cant steer at will) and i can fire engines at 100% or stop them completely (no in-betweens).
