Sandbox means that Scientists can control like a Pilot??

I was playing around with the remote control aspect of the communications part of KSP because I didnt know it even existed

When I tried to remote control (give full control via a compatible craft with two pilots) the scientist in a mk1 command pod

already had control of his craft like a pilot.

 

Normal or a bug?
