None of the files that ship with KSP are public domain, so it wouldn't be legal for people to share those files with you.  Your KSP release should already have all the files it needs.  If by any chance your KSP install has become damaged somehow (e.g. if you accidentally deleted the files), then whatever platform you purchased the game from will generally have some mechanism for recovery.  For example, if you purchased through Steam, there's a "validate local files" option that will check your local install and re-download any files that may be missing.

Are you asking where the file is?

<KSP main folder>\GameData\Squad\Localization\dictionary.cfg
