Files deleting themselves upon launch

I've noticed this issue on the forums when I searched for an answer, but no good answers came about. I have:

-Verified my files using the steam verify thingy

-Uninstalled, deleted files that were left from the uninstall, and reinstalled

-Tried to manually save the files that are missing and copy them to the folder before the game initializes. Usually works, until I launch the game a second time in which it deletes it again. 

 

I have no idea what to do, and I really want to start playing this game again.

It's... in the title.
My problem is that the program files are deleting themselves upon launch. Localization, Scenario and Tutorial files, etc

No, it's really not. A five word summary isn't nearly enough information to figure out a problem like this. So many follow-up questions in so many threads could be avoided by not saying things like, "see title", and instead writing a proper description.

Well that's at least some more information. That's not something the game does, so the key will be figuring out what's different between your PC and everyone else's. As well as double checking things like, are you looking in the right folders? Sometimes people complain that their mods aren't working, and it turns out that they installed them in one copy of the game and then ran a different copy.
