Where's the KSP Facility data.ini stored?

Specifically, the data for each level of KSP facility, i.e. Level 1 launchpad is 18 tonnes, level 2 is 140 tonnes, etc...

I tried a brief look through in the folders, and then tried searching the forum, but can't find it easily.
