How do I read the cfg engine files?

Hey, so, am using an old mod that I am trying to bring to working order, unofficially for my own use (not going to say which one).  discovered that the engine effects are WAY out of whack.  Went into the part file to see if I could fix it.  I found the area of the file that controls the effect, but, I have no idea what the numbers are saying.  could someone give me advice as to how to read cfg files?
