mass of Engines and max thrust Coefficient or formula

I am trying to change the parameters for stock engines and also modded. Not on separate files. I try on original game files.

Number in cfg is less than in real game. For example mass 28 meant =~8 tons in game.

I have to do manual recalculation  mass and thrust to put the numbers in order. As I understand it, there is a universal correlation coefficient between the value in the config and the value in the game. 

Can anyone provide this Coefficients or formulas ?

Also where I can find in game localisation cfg?
