CKAN Failing to install (Fixed)

To prepare for the 1.10 update a copied my 1.8 install to a new file location so I could have two installs, however CKAN had errors with the new install. So I uninstalled it and tried to reinstall it and a box popped up with this and then disappeared:

Murphys law proves true again!!: all I had to do was run it as an administrator. Figured it out 5 seconds after I asked for help.

Something is denying CKAN access to the files it needs.  Try running it as an administrator (right click on the .exe and select "run as administrator").  What antivirus software are you using?

You should move your KSP installation to a folder outside "program files" or "program files (x86)", e.g. to "C:\KSP", as these are OS-protected areas.
