Kerbin World-Firsts Record-Keeping Society

I'm trying to understand how that damn "World-Firsts Record-Keeping Society" contracts algorithm works, so I hope to spend less time trying to have the contracts I want.

I did load countless times the "2km from the kerbin surface" saved game, and always get "1 star Mun orbit RV" contract.
If instead I load from the mun surface and just cheating I put the Pod on the Kerbin surface I immediately get what I want "2 star Minmus flyby"

this will mean something! or not?

edit: Ok nevermind, after I redone the mission a couple of times, I give up, I just use the "Clear Current Contracts" cheat menu button until I get a 3 stars Minmus Flyby contract.
