DirectX issue with Kerbal Space Program 1.11

I am running KSP version [KSP Version]: 1.11.0.3045 (WindowsPlayer x64) (x64) en-us .  As of a couple months ago (prior version) KSP would start and run without problems.  On migration to the current version, however, I am seeing KSP freeze up on start (not crash, but it never gets to gameplay).  The logs indicate a Direct3D issue however I think DirectX is installed correctly.  I thought initially that the issue was the result of a mod however I uninstalled and then reinstalled the game completely from within Steam and the issue continued.  It's possible that the cloud backup of KSP reinstalled something however I didn't think that would include mods.  I DO have the Kerbal extensions installed (downloadable content) but no plugins.

That looks like an error related to your graphics driver, try updating that and see if that works. If not, back up your saves (drag the folders out of KSP/saves to your desktop) then disable cloud saves in Steam, completely uninstall KSP and then reinstall it, then verify the local files to make sure you’ve got everything as it should be. Add saves back in, run KSP.
