Timewarp with stationary craft in atmosphere

I was wondering if it would be possible to enable the higher levels of timewarp while a vessel is flying in atmospere but sitting still, sort of like a splashed down craft or a rover.

This would enable creating outposts or probes that float with balloons in the atmospheres of different planets. The craft would still be able to move, and be subjected to physics while not in timewarp, but would have to be stationary to enable timewarp.
