Override a part.cfg instead of overwriting it?

I want to mess with the performance values on a whole bunch of stock an modded parts and duplicate some for variants.
Unfortunately, if I do simple CFG editing and folder copying to tweak performance to what I (and several big spreadsheets full of math) feel are reasonable values, that makes about the world's least portable, least plug and play, most plagiarizing mod ever.

So what I would prefer to do is make a mod that just checks if a part exists, and if it does, it makes a bunch of nicer variants of it that aren't as janky and internally inconsistent and/or balanced for stock soupospheric flight instead  of FAR, without actually redistributing the part files, just editing the performance in areas I care about.

So is there an elegant way to just tell the game "Check if these hundred things exist and replace their mass / spool time / Vel ISP curve" and whatever with new values?
