Does Refuelling Count as 'Assembly'?

I have a contract to put a station around Minmus. One of the requirements is to have 4000 Units of liquid fuel. Another is that the station has to be 'fully assembled' when launched. 

Just curious, does refuelling the tanks count as 'assembly', or can I refill her later and claim the win?

I am 99.999% certain that the restriction is just on the parts, not the resources.  So refueling is no problem.  After doing quite a few of those contracts, and failing a few for not having them fully assembled prior to launch, my gut tells me that 'assembly' truly just means the parts.  And I think, but can't remember for sure, that I have definitely refueled a station kicker involving a contract in LKO prior to heading out and had no problem.  But, of course, making a save prior to finding out one way or the other in your game is a good idea
