Same delta v and atmospheric values for stock solar system?

Yes, Delta V requirements should be the exact same since the devs are recreating the system 1 for 1. There might be some slight deviance, but shouldn't be more than probably a few dozen Dv

As for bellyflop maneuver, we don't know, since we don't know anything about the aerodynamics at this point, at least afaik.  It could be the same as KSP 1 or they could have improved it to be more like FAR

You're mentioning that like it's an official feature.

Also, iirc it was said that robotic parts weren't returning, so you couldn't do a SpaceX-style belly flop if you wanted to.

You don't need robotics for a belly flop, just the airbrakes and a deploy limit.

Out of curiosity, have you tested the use of airbrakes for a bellyflop landing?

A while ago, don't remember the results, but airbrakes and robotic hinged wings would serve the same exact purpose.
