How to test TD-12 Decoupler splashed down?

I'm rather new at this game and I've been trying to test the TD-12 Decoupler splashed down for an embarrassing amount of time. I've been spishing and splashing in the water with the coupler active, inactive, upside down, right side up, I've activated it in the water, all of it. But I can't seem to get the contract to accept that I'm doing what they want. Is there something I'm missing here?

For "testing" contracts, theres usually one of two things that you have to do
1. You have to physically stage it, which can only be done once during the flight

2. There is a "test" or "activate" button on the part, this is decently rare and usually the mission will tell you if it is this
