Clicking on bottom window layer does not move it on the top layer (Parts Manager, Engineer's Report, etc)

Ideally, if i click on anywhere of a window in the bottom layer, I expect it to be moved to the top layer.

Currently however, this only works on the title bar, and is very inconsistently across each window.

Here are what I observed in my end so far:

1. Clicking anywhere in the 'Engineer's Report' does not move it to the top at all.
2. Clicking on the title bar of 'Parts Manager' move it to the top, except on the the text title (i.e. the '--------' parts work, but the 'Parts Manager' text does not)
3. The rest works if clicked in the title bar.

Again, if I may suggest, I personally prefer to click anywhere on a window to move it on the top.

In my opinion, there's little use to have multiple of these windows opened at the same time, so I would suggest to move them in a tabbed window, where you would have a tab for Engineer report / part manager / etc…

This would remove clutter in the VAB, where we need space
