Vector graphics and a tablet are your friend (okay, so the tablet is quite expensive, but still).

Get a program with a pen tool that uses paths not pixels and your tracing will look better and there is no need for a tablet. But you should get one any way so you can sketch and draw.

No need, but definitely want. Wacom has some reasonably priced tablets; I bet you could even get the Intuos 4 for a song now. (Okay, a bit more than a song but still.)

Some more general advice: Do your initial tracing like you did, just freehand and with a brush tool (on a different layer). Then go back and use the tracing and sketching you did as a guide for the vector graphics (pen tool). The beauty of digital rough sketches is that you don't need to worry about erasing them or painting over them later, because you just make that layer invisible.
