I haven't been on since 0.13 was released, I see a lot of new things, were are the mods?

The mods are now in the new Addon Making Section, below Development and Support on the forum home page.

As you can imagine, the game has progressed a lot since you were last here. There is now a paid-for version (at 0.17), and 0.13 is now the "free demo". To get the paid-for version you will need to go to the Store. It currently costs $18, and is expected to go up later on.

New features are too numerous to mention, but notable ones in 0.17 are persistent games, multiple ships in flight at any time, planets and moons to visit, your Kerbals can spacewalk and walk on planet surfaces, and an expanded range of parts to play with. Mod making has progressed a lot with the ability to add code to new parts, and there are several autopilots, wheeled-vehicle mods, animated parts mods and so much more!

I hope you can get used to the new forum layout, it has expanded a lot!

As far as I know, they are no longer under development.

Sadly, that's true for quite a few mods.
