Ability to move 'Assembly Anchor' (parent) part with the 'Rotate and Translate' tool in the VAB

This could be done in KSP1 and helps a lot when trying to precisely tune the vehicle in VAB for the Launch Clamp.

As of v.0.1.1.0, we could only rotate but not translate the parent or Assembly Anchor part.

A better alternative would be:
