Add orbit buttons like in KSP1 for maneuver timing

In KSP1 manuver planner were + and - orbit buttons. You could choose time of manuver by selection of certain passes, so you could delay manuver for certain time. It is very useful for planning ahead optimal hohmann transfers and vehicle interception
