Flight Only one docking port actuates at a time

While docking 2 vessels :

Have 2 docking ports on vessel 1 lined up with another set of 2 docking ports on vessel 2. Expected that both sets of docking ports would actuate but only one set actuates, whichever is closest to each other despite that both sets are within docking range. So I end up with 2 vessels docked but not fully secured via both sets of docking ports. Plz refer to attached pic :
