Hello. 
May I ask you to  share the file e:\SteamLibrary\steamapps\common\Kerbal Space Program\GameData\Squad\Parts\@thumbs\flagPartSize3_icon0.png 

Problem is, the KSP1 stops loading on this file. I checked the HDD, and found its size is 0. So the file was empty. 

I made a copy from flagPartSize2_icon0.png and renamed it to flagPartSize3_icon0.png and KSP1 loads normally!

So I am sure the problem was the file zero size. I do not know how could this happen that the file has damaged.

Steam "consistency check" did not find any problem, it says 3900 files of the program was OK.

So I fixed this manually as described above. But I still need the file.  I would like to place the right one into the location Squad\Parts\@thumbs\

Please share it.

I say move the file you created out of the directory and run the Steam check again.  That might allow Steam to grab the missing file.
