Popping/Static In VAB

OS: Windows 11 | CPU: R7 3800X 4300MHz | GPU: RX6600 2500MHz | RAMGSkill 2x16GB 3000MHz

 

Loading into VAB starts fine, but after a while sound becomes static, also making other computer audio cut in and out. Seems to mostly be tied to how many parts are in scene / how much audio gets played in the VAB. Muting the game through Windows Volume Mixer does NOT fix the popping.

Latest update: Sound seemed fixed at first, but after a bunch of reverts to VAB popping has returned and persists now whenever in VAB.

Entering VAB will have about 100-90 FPS, but after about 5 seconds of doing nothing, FPS drops to 40-30 FPS, causing all audio on my PC to bug out and begin "popping", along with stuttering in any video/livestream being watched.
Severity: Technically Medium, but I can't really play due to the "popping" that overwhelms my PC.
Frequency: Almost every time I'm in the VAB (and only in VAB, nothing else), I have had cases where the FPS doesn't drop though, where the FPS will stay at the 100-90 FPS range, but I've tried everything to try and fix it but nothing is consistent.

Attempted Fixes:
Reinstalling/verifying files,
Changing EVERY setting including lowering resolution,
Muting all game sounds/muting game through windows,
Giving the game higher/lower priority in Task Manager,
Launch commands to force all cores or set resolution,
Only saving/loading outside VAB,
Saving/loading only inside VAB.

The only thing that stops the "popping" problem is running the game in my Linux install which is on the same computer/hardware.
Also zooming far enough through the walls of the VAB, putting the camera far away enough while still in the VAB "scene" temporarily fixes the FPS and "Popping" problem.

Files:
Video going into the VAB to show FPS drop after a few seconds, which starts the audio popping, I then zoom the camera past the walls far enough to return the FPS, I then rotate the camera to get back inside, which makes the FPS drop again.
